Copyright rules in the Digital Single Market must allow for Innovation

This debate article concerns the Directive for Copyright in the Digital Single Market that is being prepared in the European Union. The draft proposal contains, among other things, a rule whereby a charge would be levied on whoever publishes a link to webpages that have been published e.g. by a newspaper. Our clipping library is an example of an activity that would no longer be allowed under such a system. The article discusses the negative effects of such a development.
